Communications towers existing and those who have received a permit before the adoption of this chapter shall be allowed to operate as long as they meet the previous requirements set forth by the county. Existing towers shall not be allowed to expand or increase in size unless such expansion meets the requirements of this chapter. Co-location is encouraged but not required of towers developed or permitted before the adoption of this chapter.
