The cable system shall include an emergency alert capability which will permit the Chairperson of the Board of Commissioners or his or her designee to override, by remote control, the video and/or audio of all channels simultaneously programming in the case of public emergencies. The franchisee shall designate a channel which will be used for emergency broadcasts. If the franchisee is granted a franchise based upon an unified system with one or more municipalities within the county, only one emergency override channel will have to be kept available for such an unified system.
