The Airport Manager shall, at all times, have authority to take such reasonable action as may be necessary to enforce the regulations of this chapter and to efficiently manage the Airport and its operations. In any contingencies not specifically covered by the rules and regulations in this chapter, the Airport Manager shall be authorized to make such reasonable rules, orders, and decisions as may be necessary and proper.
