The rules and regulations to protect the health, welfare, and safety of those attending mass gatherings and of other persons who may be affected by mass gatherings adopted on October 28, 1971, and promulgated by the state’s Division of Health Services are hereby adopted as the rules and regulations of the county, except where they conflict with any of the provisions of this chapter. These rules and regulations dated October 28, 1971 are incorporated hereby reference pursuant to G.S. § 153A-47 and an official copy shall be filed in the Office of the Clerk to the Board of Commissioners and made available by him or her for public inspection.
