The annual refuse fee shall be payable on or before November 30 of each year. The refuse fee shall be included with the Property Tax statement each year, and the Big Horn County Treasurer is directed not to accept payment of the refuse bill unless such payment is in the total amount billed, which shall include the appropriate refuse fee as herein provided.
