8-1-3: SUPERINTENDENT OF PUBLIC WORKS TO DETERMINE USER CLASSIFICATION:

The Operations Director shall determine the average volume of garbage and rubbish produced, the amount of service provided and degree of use for all business, commercial, educational and other institutions, and shall recommend to the City Council the proper classification of such users.
