Public drinking and public display and exhibition of "beer", "wine" or liquor as defined in this chapter are prohibited, and it is unlawful for any person to engage in public drinking, public display or exhibition of beer or liquor on, in or upon public places within the city limits except as set forth in section 6-3-3 of this chapter.
