Upon receipt of an application, accompanied by the necessary license fee, the city council shall, within five (5) days thereafter, cause to be made a thorough investigation of all matters pertaining thereto, and determine whether such applicant is qualified to receive a license and whether his premises are suitable for the carrying on of the business, and whether the requirements of this chapter, the laws of the state, and the rules and regulations of the Montana department of revenue are met and complied with.
