It shall be unlawful for any person to sell, offer for sale or give away, in or upon any premises within the city, any beer and/or wine on any day between the hours from two o'clock (2:00) A.M. until eight o'clock (8:00) A.M. It shall be unlawful for any person, except the owner or employees of any barroom, club bar or other place where beer and/or wine is sold or dispensed, to be permitted to remain in such premises during said hours.
