The director of public works or his designated representative shall assign numbers in accordance with the following system: The south side of streets running east and west shall bear even numbers, and the north side of such streets shall bear odd numbers. The west side of streets running north and south shall bear even numbers and the east side of such streets shall bear odd numbers. The director of public works or his designated representative shall follow this system as he deems it applicable. Where problems arise in the application of the above system, the director of public works or his designated representative shall have discretion to assign numbers or select such a numbering system as best meets the needs of the particular case.
