8-1-4: DEPOSIT REQUIRED AS ADDITIONAL GUARANTEE FOR PAYMENT:
   A.   If the Water Superintendent has found it necessary to turn off water, as provided in section 8-1-3 of this chapter, two (2) or more times due to nonpayment of use charges by the same user, owner or guarantor, he shall have the power to require, in addition to any other guarantee, that the user, owner or guarantor deposit with the City a sum of money equal to the estimated use charges for a two (2) month period as a guarantee that said use charge will be paid when due.
   B.   In the event a water user, owner or guarantor has a deposit and defaults in the payment of the water, sanitation or wastewater use charges or service charges as required herein, the deposit, or as much thereof as may be necessary, shall be applied upon the delinquent charges and the balance thereof refunded to said user, and the water service shall not be turned on again until said user again meets the requirements as herein provided.
