If an applicant for water service is not the owner of or has no legal equity in the property or premises for which said water is to be furnished, then said agreement shall also be signed by a person owning or having a legal or equitable interest in said property guaranteeing payment to the City of all water, sanitation and wastewater use charges therefor.
