A. Removal Required: Every owner, tenant or occupant of any premises within the city limits abutting or adjoining any sidewalk in the city shall be required to remove all snow and ice from any such sidewalks.
B. Placement Restricted: Every such owner, tenant or occupant of any premises within the city limits shall be prohibited from placing, storing, or stacking any snow or ice removed from said premises within or upon any public right of way held by the city or upon any public street within the city.
C. Violation; Penalty: Upon a first violation of this section, a written warning shall issue to the offending party. Upon a second violation of this section, and for each subsequent violation within three hundred sixty five (365) days of the first violation of this section shall be punished by a fine in the amount of twenty five dollars ($25.00), said amount to be added to the user's monthly water bill.
