It is unlawful for any person to place, erect, construct or maintain any awning, shade or other structure of any kind or for any purpose over or above the sidewalk space of any street or avenue within the city, unless each and every part thereof other than the cloth or fabric covering shall be at least seven feet (7') above the surface of the sidewalk, and unless each and every part of the cloth or other fabric covering and fringe be at least six and one-half feet (61/2') above the sidewalk; provided, that this section does not, and shall not be deemed to, affect or change in any way the provisions for height of electric or other signs.
