8-4-3: CONTAINER REQUIREMENTS; PLACEMENT:
   A.   Garbage Containers: There shall be provided and kept by the owner, agent or occupant of every building or residence a suitable thirty two (32) gallon container provided with a tight cover and a bale or handles, in which shall be placed all garbage and liquid refuse that accumulates in the buildings, residences or on such premises.    B.   Rubbish Containers: There shall be provided by the owner, agent or occupant of any and every building or residence one or more suitable thirty two (32) gallon vessels and containers for rubbish equipped with a bale or handles, and of such size and weight that when filled with rubbish may be readily handled by one person without assistance.    C.   Placement For Pick Up: All garbage and rubbish shall be placed in proper receptacles or containers as provided in subsections A and B of this section, and shall be, by the owner thereof, placed on the rear of the lot upon which the garbage or rubbish has been accumulated if such lot is accessible by an alley, or on the front of the property upon which the garbage or rubbish has been accumulated if such property is not accessible by an alley, in order that such garbage and rubbish shall be in a place convenient for hauling by the City or by the person removing or hauling such garbage under the direction of the City.
