All garbage and rubbish within the City shall be removed or hauled by the City or under its direction, and it is unlawful for any person, firm or corporation to remove or haul garbage or rubbish or to engage in the business of removing or hauling garbage or rubbish from the City; provided, that this prohibition shall not apply to persons hauling their own garbage or rubbish.
