For the purpose of this chapter, the following terms shall have the meanings ascribed to them in this section:
GARBAGE: Kitchen refuse from residences and places where food is prepared for human consumption, all animal and vegetable refuse from such kitchen and other places, offal from fish, meat and vegetable markets and all organic substances of every kind and nature unfit for food and subject to quick decay.
RUBBISH: Ashes, floor sweepings, empty cans, broken dishes, broken glassware, and other discarded household utensils; but the term "rubbish" does not mean or include broken or discarded stoves or furniture, broken or discarded building materials, paper, grass, weeds, lawn clippings, brush, leaves or other waste material accumulated outside the dwelling houses within the residence district.
