(A)
No department head or employee of the town shall expend or authorize to be spent $3,000 or more on the purchase of any item for the town without prior approval from the Town Council.
(B) This section shall apply to appropriated as well as unappropriated expenditures.
(C) Any office holder or department head is authorized to take whatever action is necessary to deal with an emergency with respect to the essential functions of the town.
