§ 51.02 DEPOSIT.
   (A)   Deposits shall be the sole responsibility of the property owner(s). Landlords are responsible for the deposit on each property.
   (B)   Deposits are in the amount of $200 per meter.
   (C)   Any deposits held currently by the Town Clerk-Treasurer on behalf of a renter or renters shall be returned to the renter, upon receipt from the property owner(s)/landlord(s) payment of the deposit.
Deposits will be held by the town and returned to property owner(s) as follows:
      (1)   Deposits will be applied to final billings; however, consumer utility deposits shall not be returned until such time as all final billing issues are resolved and after all utility bills are satisfied.
      (2)   Residential property owners will receive a refund when property is transferred or utility service is permanently discontinued at a particular location.
      (3)   The deposit less an outstanding balance for utility services and any fees due the Town of Hanover shall be refunded after a written statement from the depositor that:
         (a)   The property has been conveyed or transferred to another person, including names and address of the transferee; and
         (b)   The customer is no longer connected to the utility service for which the deposit return is requested.
