(A) The technical criteria and capital improvement portions of the Stormwater Master Plan (SWMP) shall promote sound development policies which respect, preserve, and (where possible) enhance the watercourses of the town.
(B) Development shall provide levels of service that are required by the town’s Zoning Code.
(C) Foundation and/or roof drains conveying other then sanitary wastes which drain by any means may discharge into any storm sewer or onto a concrete splash block upon the surface of the ground.
(D) Stormwater shall not be admitted to sanitary sewers designed and intended to be used exclusively as carriers of domestic sewage and suitable industrial waste.
(E) The Town Council shall, in cooperation with the town’s Planning Commission, establish and publish criteria for drainage planning and design. Technical criteria for construction, operation, and maintenance of drainage systems shall also be developed relative to all public and private drainage facilities and requirements. Such criteria shall be reviewed and revised periodically to reflect acquisition of new knowledge, changes in circumstances, and adjustments in overall comprehensive goals and objectives.
(F) Future Stormwater Master Plan updates shall promote a full range of preventive and corrective approaches, including the following:
(1) Preservation of the integrity of existing drainage patterns;
(2) Prioritization of improvements to the existing drainage system;
(3) Recommendations for system maintenance; and
(4) Identification of land acquisition for easements or rights-of-way for facilities requirements along major drainage routes; land acquisition may include purchase, dedication, development rights, and easements.
(G) The Town Council shall establish an ongoing program for capital improvements to the storm drainage system.
(H) A comprehensive inventory of stormwater and flood control systems, pocket ponding locations, sinkholes, flooding areas, developed areas lacking storm sewer systems, and storm system easements shall be prepared and maintained as a database for future capital projects and problem correction activities.
(I) Multiple use of drainage facilities is encouraged, provided the use does not adversely impact the function design of the system.
(J) Design of facilities shall incorporate the following considerations:
(1) Mosquito control;
(2) Disruption of emergency services;
(3) High groundwater conditions;
(4) Possible impacts to sanitary system;
(5) System security;
(6) Safety; and
(7) Access for facilities maintenance.
(K) Stormwater facilities which require storage of water shall be designed in a manner which does not promote conditions conducive to mosquitoes, rats, pests, or other conditions potentially harmful to public health.
(L) Treatment methods proposed for control of mosquito breeding associated with any portion of the stormwater system shall be reviewed with the approval of the local and/or state public health officials.
(M) Storm sewers serving houses and buildings shall be in accordance with local and/or state plumbing codes.
(N) Setbacks for septic tank systems shall be as required by state statutes and regulations.
