(A) The Superintendent of Utilities shall operate and maintain a complaint response system in order to assure effective and timely response to all stormwater drainage complaints and shall regularly issue reports to the Town Council as to the number and type of drainage complaints received and the nature to the responses.
(B) Requests for drainage service shall be screened to determine:
(1) Whether the Superintendent of Utilities is authorized to undertake the maintenance;
(2) The timing for planned improvements in the area which may alleviate the specific problem; and
(3) Whether the area has a concentration of similar complaints which may be collectively addressed through a neighborhood meeting to describe a correction action plan.
