(A) It is the policy of this Department to use only that level of force reasonably necessary to control or otherwise subdue violent or potentially violent individuals. Neuro-muscular incapacitation (NMI) systems have been proven effective in furtherance of this policy, and are authorized for use by trained personnel. NMI systems override the central nervous system and takes direct control of the skeletal muscles. The taser is an NMI system and affects the sensory and motor nervous system. The NMI system overwhelms the nervous systems with signals and goes one step further by directly causing the muscles to contract and incapacitate violent or potentially violent subjects.
(B) Officers having successfully completed the Department training program regarding the use of the taser will be authorized to carry the device. It will be mandatory that all officers assigned to shift detail carry the taser while on duty. To be certified in the use of the taser, it is not required that officers take a “hit” during the training, but it is recommended.
