§ 32.020 OFFENSES.
   (A)   Offenses for which charges may be preferred:
      (1)   Cowardice;
      (2)   Willful disobedience of rules and regulations;
      (3)   Willful maltreatment of a prisoner or any other person;
      (4)   Being under the influence of intoxicating liquor;
      (5)   Conduct unbecoming a police officer;
      (6)   Insubordination or disrespect towards a superior officer;
      (7)   Neglect or inattention to duty;
      (8)   General incompetency;
      (9)   Being absent from duty or post without permission;
      (10)   Sleeping or lounging on duty;
      (11)   Using coarse, profane, or insolent language to a superior officer or to any member of the Department, or to a citizen;
      (12)   Making a false report;
      (13)   Neglect to wear proper uniform while on duty or to appear clean and tidy in person and dress at all times;
      (14)   Receiving bribes in money or other valuable items;
      (15)   Receiving or accepting any fee, reward, or gift of any kind from any friend in his or her behalf, while in custody, or from any person for services rendered or pretended to be rendered as a member of the Department, without the consent of the Chief of Police;
      (16)   Gossiping about the character or conduct of any member of the Department to the detriment of such member;
      (17)   Publicly criticizing any order given by a superior officer;
      (18)   Communicating or giving any police information to any person without authorization by the Marshal;
      (19)   Giving any information which may aid a person to escape arrest, or to the delay of apprehension of a criminal, to secure the removal of stolen goods or any other property or money;
      (20)   Neglecting to pay a just indebtedness within a reasonable time and without a reasonable excuse;
      (21)   Refusing to give badge number or name when reasonably requested;
      (22)   Neglecting to turn over all property taken from person arrested, or found, or seized, to the proper officer;
      (23)   Using firearms except in extreme emergencies. Includes the firing of warning shots, warning shots are not permitted; and
      (24)   Violating any city, state, or federal laws or ordinances.
   (B)   This list is not intended to be all inclusive and any officer who does not achieve and maintain acceptable standards of conduct shall be subject to disciplinary measures, up to and including discharge.
