(A) The normal line of command shall extend from the top to the bottom and all contact for whatever purpose shall follow the same upward and downward line of command whenever possible and practical, except in emergencies when the proper superior officer is absent.
(B) In groups where no superior officer is present, the member with the longest amount of consecutive years of service within the Department shall automatically be in charge and responsible for the action of the group. Date of rank shall determine the person in charge of the group or shift where two officers of the same rank are present. The ranking officer shall be in command of the group or shift.
