All taps for water service in the mains of the waterworks system shall be made under the direct authority and supervision of the Utilities Superintendent. All requests for new water service shall be made to the Superintendent or the Clerk-Treasurer, and fee as stated in the current rates and charges ordinance paid to the Clerk-Treasurer at the time connection is made with the waterworks system.
