Any person, firm, or corporation desiring water service from the utility shall, prior to being furnished service, pay a meter deposit as stated in the current rates and charges ordinance to the Clerk-Treasurer. Such deposit shall be held by the utility until such time as service to said person, firm, or corporation is terminated either by the consumer or by the utility. The deposit shall be refunded to the consumer upon termination of the service upon full payment of all water charges to that date. If service to a consumer is discontinued and water charges are due and payable by the consumer to the utility, the utility shall have the right to apply all or any part of the consumer’s deposit to the payment of any such outstanding delinquency or charge payable.
