(A) In the event a user of the town’s water, sewer, or trash services shall make a payment that is less than the total amount of all charges due the town and shall also fail to designate to which charges the payment shall be applied, then said payment shall be applied in the order set forth in division (B) below.
(B) First to the water tax, then to the water penalties, then to trash penalties, then to sewer penalties, then to water charges, than to trash charges, and last to sewer charges.
