(A) Rates and charges. There shall be and there are hereby established for the use of and the services rendered by the waterworks of the Town of Hanover, Indiana, the following rates and charges, based upon the use of water supplied by said waterworks system during each monthly billing period.

(B) Minimum charge (per month). Each user shall pay a minimum charge in accordance with the size of meter installed, for which the user will be entitled to the quantity of water set in the metered schedule of rates:

Each user shall pay the minimum charge, as set forth above, if the meter is on and the user did not have any usage. | ||
(C) Penalties.
(1) Delinquent bills. Ten percent of the total delinquent water bill will be added to all bills that are outstanding and unpaid as of the sixteenth of the month.
(2) Unauthorized meter use. Any person found to have turned on water from the Town of Hanover’s municipal line or any line connected thereto when service has been disconnected or before service has been properly applied for and the charges paid shall be assessed a fine of $100 per day.
(3) Obstruction. Any user of water supplied by the Town of Hanover who obstructs their water meter in such a manner that prevents the meter from being read shall have the following penalties added to their water bill:
(a) First time - written notice delivered to the user.
(b) Second time - $20.
(c) Third time - $50.
(d) Fourth time - $75.
(e) Fifth time and thereafter - $100.
(4) Disconnect and reconnect fee.
(a) Each user of water supplied by the Town of Hanover who has been disconnected due to non-payment will be charged $35 before service is reconnected.
(b) Each user of water supplied by the Town of Hanover who wishes to have the water turned off or disconnected for a period of time shall be charged $35 per request for this service.
