(A) Collection of rubbish shall be made at the same times and in the same manner in which garbage is collected within the village.
(B) Beginning on the first day of the month following the effective date hereof, a collection charge of $11 per month shall be made of each individual householder and each business house in the village for the collection and disposal of rubbish.
(C) The collection charge hereinabove fixed for the collection of rubbish shall be billed upon the monthly light and power bill of each person and shall be due and payable at the same time and place as the light and power bill.
