§ 152.003 DEFINITIONS.
   (A)   (1)   All words used in the present tense include the future tense.
      (2)   All words in the singular include the plural and all words in the plural include the singular.
   (B)   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ALLEY. Minor way used primarily for vehicular access to the back or side of property otherwise abutting on a street.
      COLLECTOR STREET or COLLECTOR ROAD. Traffic ways which carry traffic between sections of the community or which serve as a connector between rural areas and the community and designated on the official map herein as COLLECTOR.
      HALF STREET. A street dedicated to less than its full planned width.
      LOCAL STREET or LOCAL ROAD. Traffic ways which serve primarily for access to abutting property, and designated on the official map herein as LOCAL.
      MAJOR STREET or MAJOR HIGHWAY. Traffic ways, connecting communities or connecting to limited access traffic ways which in turn, connect to other communities and designated on the official map herein as MAJOR.
      OFFICIAL MAP. A map or maps established herein and on which may be indicated proposed public improvements for the purpose of coordinating construction of public improvements with future community development.
      PLANNING COMMISSION. The Planning Commission of the village.
      PLAT OFFICER. The person appointed to occupy the office created herein, in which office is vested the chief administrative and enforcement duties, as outlined herein.
      RESERVE FRONTAGE. A condition whereby both fronts and rears of properties face on streets.
      RESERVE STRIP. A narrow strip of land between a street adjacent to the property line and the adjacent property, the strip being retained in private ownership to prevent access of neighboring property to an improved and dedicated street.
      STREET, ROAD or ALLEY. Right-of-way dedicated to and for the public use and affording principal means of access to abutting property.
      SUBDIVISION. A division or resubdivision of a parcel of land or a group of contiguous parcels under one ownership on the effective date of this chapter, into two more lots or parcels, any of which is less than five acres; provided that, the provisions of this chapter shall not apply in any of the following instances:
         (a)   The division or subdivision of land into parcels or tracts of five acres or more in size which does not involve any new streets or easements of access;
         (b)   The division of lots or blocks of less than an acre in any recorded subdivision, which does not involve any new streets or easements of access;
         (c)   The sale or exchange of parcels of land between owners or adjoining and contiguous land;
         (d)   The conveyance of parcels or land or interests therein for use as a right-of-way for railroads or other public facilities and other pipe lines which does not involve any new streets or easements of access;
         (e)   The conveyance of land owned by a railroad or other public utility, which does not involve any new streets or easements of access;
         (f)   The conveyance of land for highway or other public purposes or grants or conveyances relating to the dedication of land for public use of instruments relating to the vacation of land impressed with a public use;
         (g)   Conveyances made to correct descriptions in prior conveyances;
         (h)   The sale or exchange of parcels or tracts of land following the division into no more than two parts of a particular parcel or tract of land existing on 7-17-1959 and not involving any new streets or easement of access;
         (i)   The sale of a single lot of less than five acres from a larger tract when a survey is made by a state registered land surveyor; provided that, this exemption shall not apply to the sale of any subsequent lots from the same larger tract of land, as determined by the dimensions and configuration of the larger tract on 10-1-1973; and
         (j)   The preparation of a plat for wind energy devices under 35 ILCS 200/10-620 of the Property Tax Code.
      VILLAGE ENGINEER. A person designated to act in the capacity of Village Engineer in the review of engineering data as outlined herein where the services of a village engineer are specifically mentioned.
