(A) There is hereby established the County Emergency Management Advisory Council, which shall have all of the duties and authority set out in I.C. 10-4.
(B) There is hereby established the position of County Emergency Management and Disaster Director, who shall have direct responsibility for the organization, administration and operation of the Emergency Management Program, and who shall have the duties and authority set out in I.C. 10-4-1.
