If a person who received a citation to pay the assessed fine for a violation of this subchapter fails to pay said fine by the payment date set forth in this citation, the county may file a civil lawsuit seeking any or all of the following remedies:
(A) A permanent and mandatory injunction;
(B) Fines for each day the violation continues to exist in the amount of $2,500; and
(C) Attorney's fees and any other expenses or costs incurred with said enforcement action.
