Any modification from amendment of Section 76.31, also known as “Franchise Standards,” of the Rules and Regulations of the Federal Communications Commission or any other applicable federal law or regulation shall be incorporated into this franchise as of the date the modifications become obligatory under FCC regulations, or in the event no obligatory date is established, within one year of adoption or at the time of franchise renewal, whichever occurs first.
