The Downtown Development Authority shall consist of nine members, consisting of the City Manager or Manager and eight members appointed by the Mayor subject to approval of the City Council. At least five members shall be persons having an interest in property located in the downtown district, and at least one member shall be a resident of the downtown district. A member shall serve for a term of four years. An appointment to fill a vacancy shall be made by the Mayor for the unexpired term only. Members of the Authority shall serve without compensation, but shall be reimbursed for actual and necessary expenses. The Chairperson of the Authority shall be elected by the members.
