§ 32.20 HEAD OF DEPARTMENT; PERSONNEL.
   The City Manager, with the approval of the City Council, is empowered to employ a trained and qualified Director of Recreation, who shall be the Department head of the Recreation Department. Subordinate recreation personnel may be employed by the city upon recommendation of the Recreation Director.
