It shall be the duty of the Department of Recreation to operate a system of public recreation suitable to the needs of the city including to the extent deemed necessary the supervision and maintenance of play-grounds, play fields, gymnasiums, bathing beaches, swimming pools, indoor recreation centers, community facility buildings, winter sports areas, and the like. It shall have the authority for this purpose to recommend to the City Council the expenditure of any funds appropriated for recreation by the City Council; and, it shall have the authority to expend any funds donated or bequeathed for recreational purposes by private individuals or organizations or other sources.
