Section 16.5 WARD BOUNDARIES.
   The First Ward is described and bounded as follows: Commencing at a point of beginning (POB) located at the intersection of the center line (C/L) of Scott Street, as extended North to the City limits; thence South along the C/L of Scott Street to the intersection of the C/L of Scott Street with the C/L of Hancock Street; thence West along the C/L of Hancock Street to the intersection of the C/L of Hancock Street with the C/L of Scallon Street; thence South along the C/L of Scallon Street to the intersection of the C/L of Scallon Street with the C/L of Water Street; thence East along the C/L of Water Street to the intersection of the C/L of Water Street with the C/L of Mill Street; thence South along the C/L of Mill Street, as extended South to Portage Lake; thence East along Portage Lake to the City limits; thence along the City limits to the POB.
   The Second Ward is described and bounded as follows: Commencing at the same POB as the First Ward; thence South along the West boundary of the First Ward to Portage Lake; thence West along the shore of Portage Lake to a point located at the intersection of the C/L of Michigan Street, as extended South to Portage Lake; thence North along the C/L of Michigan Street to the intersection of the C/L of Michigan Street with the C/L of Summit Street; thence Northwest along the C/L of Summit Street to the intersection of the C/L of Summit Street with the C/L of Anthony Street; thence West along the C/L of Anthony Street to the intersection of the C/L of Anthony Street with the C/L of Ethel Avenue; thence North along the C/L of Ethel Avenue, as extended North to the City limits; thence East along the City limits to the POB.
   The Third Ward is described and bounded as follows: Commencing at a POB located at the intersection of the West boundary of the Second Ward with Portage Lake; thence North along the West boundary of the Second Ward to the City Limits; thence along the City limits to the shore of Portage Lake; thence southeasterly along Portage Lake to the POB.
