Bidding or open market purchase is not required when purchasing professional services such as legal, architecture, engineering, and accounting, utility purchases such as electric and natural gas, insurance services, election services, or utilizing federal or state procurement services when these agencies already have bid out the product or products and have offered these products and prices to the city.
