Section 11.5 NOTICE OF SPECIAL ASSESSMENT ROLL.
   Notice of the opening of the special assessment roll for public inspection and of the time and place of the meeting of the City Council to hear complaints shall be published by the City Clerk-Treasurer at least one (1) week before the opening of the roll for public inspection.
