Section 7.6 CITY ATTORNEY.
   (a)   The City Attorney shall be appointed by the City Council and, shall be responsible to and serve at the pleasure of the City Council and have his compensation fixed by the City Council.
   (b)   The City Attorney shall act as legal advisor of and be responsible to the City Council. He/She shall advise the City Manager concerning legal matters affecting the City administration, and shall advise any officer or department head of the City in matters relating to his/her official duties when so requested by the City Manager on behalf of such officer or department head, and shall file with the City Clerk-Treasurer a copy of all written opinions given by him/her.
   (c)   Upon the attorney's recommendation, or upon its own initiative, the City Council may retain special legal counsel to handle any matter in which the City has an interest, or to assist the City Attorney.
