Section 7.4 CITY CLERK-TREASURER.
   (a)   The City Clerk-Treasurer shall be the City Clerk-Treasurer and clerical officer of the City Council and shall keep its journal. He/She shall keep a record of all actions of the City Council at its regular and special meetings. He/She shall certify all ordinances and resolutions adopted by the City Council.
   (b)   The City Clerk-Treasurer shall have the power to administer all oaths required by law and by the ordinances of the City. He/She shall be the custodian of the City seal, and shall affix the same to documents required to be sealed. He/She shall be the custodian of all papers, documents, and records pertaining to the City, the custody of which is not otherwise provided by this Charter. He/She shall give the proper officials ample notice of the expiration or termination of any official bonds, franchises, contracts, or agreements to which the City is a part and he/she shall notify the City Council of the failure of any officer or employee required to take an oath of office or furnish any bond required by law.
   (c)   The City Clerk-Treasurer shall have the custody of all monies of the City, and all evidences of value or indebtedness belonging to or held in trust by the City. He/She shall keep and deposit all monies or funds in such manner and only in such places as the City Council may determine, and shall report the same to the City Manager and City Council.
   (d)   The City Clerk-Treasurer shall have such powers, duties, and prerogatives in regard to the collection and custody of State, County, School District, and City taxes and monies as are provided by law.
   (e)   The City Clerk-Treasurer may recommend for appointment and removal his/her deputy or deputies subject to approval by the City Manager and City Council.
   (f)   He/She shall perform such other duties in connection with his/her office as may be required of him/her by law, the ordinances and resolutions of the City Council, or by the City Manager.
