Section 4.9 ORGANIZATION AND PROCEDURE.
   (a)   The City Councilors shall meet at 7:00 p.m. on the second Wednesday following their election, at which time the members shall take the oath of office and assume their duties.
   (b)   At the organizational meeting, or the first meeting in November on non-election years, the City Council shall elect from among its members a Mayor and a Mayor Pro-Tem who shall serve for a term of one (1) year. The Mayor shall preside at all meetings of the City Council, shall speak and vote at such meetings as any other City Councilor, shall be recognized as head of the City government for all ceremonial purposes and for purposes of military law, but shall have no administrative duties. The Mayor Pro-Tem shall act as Mayor during the absence or disability of the Mayor.
   (c)   The City Council may establish rules of procedure and policy which shall be made public; they shall meet in public session at least once each month at such times and places as may be prescribed by the rules; and a public journal of every session of their proceedings shall be kept by the City Clerk-Treasurer in the English language. Special meetings may be called by the Mayor, City Manager, or any two (2) City Councilors according to law.
   (d)   A majority of the City Councilors shall constitute a quorum. The affirmative vote of a majority of the members shall be required to adopt an ordinance and the vote thereon shall be recorded.
   (e)   All regular and special meetings of the City Council shall be open to the public and the rules of order of the council shall provide that the citizens shall have a reasonable opportunity to be heard at any such meeting on matters within the jurisdiction of the City Council.
