Section 4.1 GENERAL POWERS AND DUTIES.

The legislative power of the City, except as reserved by this Charter, shall be vested in the City Council, as provided in Section 3.8. The City Council shall have the power and authority to adopt such ordinances and resolutions as it shall deem proper in the exercise of its powers.
