Each license issued under the provisions of this chapter shall be signed by the City Clerk and sealed with the corporate seal of said city. No license issued pursuant hereto shall be assignable or inure to the benefit of any other person than the person to whom such license is granted, every applicant, before he shall commence to ply his vocation, or operate and conduct his business, shall pay to the city, the license fee as hereinbefore provided, and obtain his license. Any license issued without such payment shall be absolutely void.
