All sidewalks constructed on Quincy Street between Reservation and Elevation Streets shall be of concrete and shall be of a grade to correspond with the curb line as established except where the Council may for the purpose of maintaining a proper grade in conformity with the concrete sidewalk now laid down thereon require by resolution the construction of said sidewalks in front of or adjacent to any particular lot or lots at a different grade. All other sidewalks in the city shall be constructed in accordance with the grade therefore established by the city surveyor and shall be of concrete and of such width and pitch as the Council may establish.
