§ 98.23 OPENINGS IN SIDEWALKS.
   It shall be unlawful for any person or persons, firm or corporation, to maintain or use, or suffer or permit to be maintained or used, any manhole, coal-hole or other opening in the sidewalk along the public streets of the city, the cover or door to which is defective, broken, cracked or constructed of weak or poor material, or to maintain or use, or suffer or permit to be maintained or used any such manhole, coal-hole or other opening in the sidewalk along the public streets of said city.
