No porch, gallery, stoop or stairs railing or platform shall be allowed to extend into or upon any sidewalk under the penalty of $5 for each offense and a like penalty for every day such violation shall continue after a lapse of three days after notice by the Police Chief or Street Commissioner to remove the same.
