§ 98.03 PLACING HARMFUL SUBSTANCES ON ROADWAY PROHIBITED.
   It shall be unlawful for any person to place upon the surface of any public street or alley in this city, or upon any sidewalk or path appurtenant thereto, any glass, metal, stones, earthenware or other substances of a nature likely to cause injury to travelers, pedestrians, carriages, bicycles or other vehicles used on said road, or which are of a nature likely to wound, disable or injure any horse or any other animal or to cut, injure or puncture any pneumatic tire; provided, nothing contained in this section shall be so construed as to prohibit the public authorities from using any usual or proper means in the improvement of streets, alleys or sidewalks.
