§ 98.02 GRADE OR ELEVATION OF CERTAIN STREETS OR PORTIONS THEREOF ESTABLISHED.
   (A)   Grade of Quincy Street.
      (1)   The grade or elevation of the following streets or portions of streets in the city is hereby fixed and permanently established as follows; assuming as the basis the top of a projection on the east side of a colonnade on the east side of C. A. Wright’s building on the south west corner of Quincy and Reservation Streets the said point being about 22½ inches above the sidewalk and to be 100.00.

      (2)   The grade of said street between the points mentioned in division (A)(1) of this section to be a straight line drawn from point to point.
      (3)   Width of sidewalks. The width of sidewalks on Quincy Street in division (A)(1) of this section is hereby fixed and permanently established at 12 feet.
      (4)   Grade of sidewalks. The grade or elevation of the sidewalks on the streets mentioned in division (A)(1) of this section is hereby fixed and permanently established as follows, to wit: The grade of the sidewalk on the curb line on the north and south side of Quincy Street from the west line of Mesnard Street to the east line of Ryan Street shall be 0.16 feet higher than the established grade of the street opposite, the grade of the sidewalk on the curb line of the north side of Quincy Street from the west line of Ryan Street to a point 150 feet west of the west line of Ryan Street shall vary from 0.83 feet to 1.33 feet (0.83 feet being at the line of Ryan Street and 1.33 feet being at a point 150 feet west) higher than the established grade of the street; the grade of the sidewalk at the center curb line on the north side of Quincy Street from a point 150 feet west of the west line of Ryan Street to the east line of Scott Street shall be 1.33 feet higher than the established grade of the street; the grade of the sidewalk at the curb line on the north side of Quincy Street from the west line of Scott Street to the east line of Railroad Avenue shall vary from 1.33 feet to 0.83 feet (1.33 feet being at west line of Scott Street and 0.83 feet being at the east line of Railroad Avenue) higher than the established grade of the street; the grade of the sidewalk at the curb line on the north side of Quincy Street from a point 36 feet west of the east line of Railroad Avenue to the center line of the Mineral Range Railroad shall vary from 0.83 feet to the same level (0.83 feet being at the point 36 feet west of the east line of Railroad and same level being at the center line of the Mineral Range Railroad) as the established grade of the street; the grade of the sidewalk at the curb line on the north side of Quincy Street from the center line of the Mineral Range Railroad to the west line of Lake Street shall vary from the same level to 0.83 feet (same level being at the center line of the Mineral Range Railroad and 0.83 feet being at the west line of Lake Street) higher than the established grade of the street; the grade of the sidewalk at the curb line on the north side of Quincy Street from the west line of Lake Street to the east line of Elevation Street shall be 0.83 feet higher than the established grade of the street; the grade of the sidewalk at the curb line on the south of Quincy Street from the east to the west line of Ryan Street shall vary from 0.16 feet higher to 0.16 feet lower than the established grade of the street (0.16 feet higher being on the east line of Ryan Street and 0.16 feet lower being at the west line of Ryan Street); the grade of the sidewalk at the curb line on the south side of Quincy Street from the west line of Ryan Street to the east line of the right of way of the Mineral Range Railroad shall be 0.16 feet lower than the established grade of the street; the grade of the sidewalk at the curb line on the south side of Quincy Street from the west line to the center line of the Mineral Range Railroad shall vary from 0.16 feet lower to same level as the established grade of the street; (0.16 feet lower being at the east line and same level being at the center line of the Mineral Range Railroad) the grade of the sidewalk at the curb line on the south side of Quincy Street from the center line of the Mineral Range Railroad to the east line of Lake Street shall be the same level as the established grades of the street, and the grades of the sidewalk on the curb line on the south side of Quincy Street from the west line of Lake Street to the west line of Elevation Street shall be the same level as the established grade of the street. The grade of the sidewalk at the lot line shall be 0.25 feet higher than the top of the curb opposite.
      (5)   The grade of the gutter on the north and south sides of Quincy Street from the west line of Mesnard Street to the east line of Ryan Street shall be 0.33 feet below the established grade of the street opposite; the grade of the gutter on the north side of Quincy Street from the west line of Ryan Street to the east line of Railroad Avenue shall be 0.16 feet lower than the established grade of the street opposite; the gutter on the north side of Quincy Street from the point 36 feet west of the east line of Railroad Avenue to the center line of the Mineral Range Railroad shall vary from 0.16 feet lower to the same level as the established grade of the street opposite (0.16 feet lower being at the point 36 feet west of the east line of Railroad Avenue and the same level being at the center line of the Mineral Range Railroad); the grade of the gutter from the center line of the Mineral Range Railroad to the west line of Lake Street on the north side of Quincy Street shall vary from same level to 0.16 feet below the established grade of the street opposite (same level being at the center line of the Mineral Range Railroad and 0.16 feet lower being at the west line of Lake Street); the grade of the gutter on the north side of Quincy Street from the west line of Lake Street to the east line of Elevation Street shall be 0.16 feet lower than the established grade of the street opposite; the grade of the gutter on the south side of Quincy Street from the east to the west line of Ryan Street shall vary from 0.33 feet to 0.66 feet below the established grade of the street opposite (0.33 feet being at the east line of Ryan Street And 0.66 feet being at the west line of Ryan Street) the grade of the gutter on the south side of Quincy Street from the west line of Ryan Street to the east line of the Mineral Range Railroad shall be 0.66 feet lower than the established grade of the street; the grade of the gutter on the south side of Quincy Street from the east line to the center line of the Mineral Range Railroad shall vary from 0.66 feet lower to the same level as the established grade of the street, (0.66 feet lower being at the east line and same level being at the center line of the Mineral Range Railroad; the grade of the gutter on the south side of Quincy Street from the center line of the Mineral Range Railroad to the east line of Lake Street shall vary from the same level to 0.50 feet lower than the established grade of the street, (same level being at the center line of Mineral Range Railroad and 0.50 feet lower being at the east line of Lake Street) the grade of the gutter on the south side of Quincy Street from the west line of Lake Street to the west line of Elevation Street shall be 0.50 feet lower than the established grade of the street.    (B)   Grade of certain other streets. The grade or elevation of the following streets or portion of streets in the city is hereby fixed and permanently established as follows, assuming as the basis the top of a projection on the east side of a colonnade on east side of C.
