All highways, streets, parts of streets, and alleys laid down in said city as shown in and by the several plats of territory comprised in said city, now of record in the office of the register of deeds of the county, or as to such part of said city as is not covered by or included in any of the said plats as shown by the map of said city now in the office of the Clerk thereof, be accepted and established and they are hereby accepted and established as highways, streets and alleys of the city.
